Strategic Trade Control Strategic trade control is provided because of security risks and means control over individual trade activities for certain goods, such as export, transfer, brokering, provision of technical assistance and similar activities. These certain goods, software or technology, in addition to lawful civilian use, may also have an undesirable military use or may be used to violate human rights. For that reason, under international rules they are excluded from free trade and are subject to control. The field of strategic trade control, which is also separately regulated within the framework of the common commercial policy of the European Union, is divided into control of exports of dual-use goods, to which the arrangements in the case of restrictive measures for broader dual-use goods are also added at the end, and control over trade in goods that could be intended for torture, execution of the death penalty or other cruel or inhuman treatment.
