1. Two layers of rights

Every record in Vellum Search has two distinct layers, with different owners and different terms:

• The source document — the regulation, decision, judgment, guidance or notice itself. These remain the property of their respective publishers (the European Commission, EUR-Lex, UK government bodies under Crown copyright, Ofcom, national regulators, courts and others) and remain subject to each publisher's own reuse terms — for example the EU's reuse policy (Decision 2011/833/EU, generally CC BY 4.0), the UK Open Government Licence v3.0, Ofcom's copyright notice, or statutory rules such as §5 of the German Copyright Act. Vellum does not claim ownership of any source document. Every record links to its official original, which is the authoritative version.
• The Vellum layer — the selection, verification, true-date adjudication, classification, thematic labelling, deterministic summaries, relationships, database structure and search infrastructure. This layer is owned by or licensed to Vellum AI Group Ltd and is protected by copyright and database right. It may be used only in accordance with the applicable subscription terms.

2. What access to the Service grants

A subscription grants access to search, read, export and integrate within the limits of the applicable plan. It does not grant a licence to reproduce or redistribute the Vellum database, the Vellum summaries, classifications or taxonomy, or substantial parts of the collection, except as expressly permitted in writing. Rights in source documents are not Vellum's to grant: where a plan surfaces source text, that text remains governed by the original publisher's terms.

3. Renderings are not authentic texts

Text displayed in Vellum Search is a machine-readable rendering derived from the identified official source. Formatting may differ from the original, and only the official publication (for EU law, the electronic Official Journal) is authentic and produces legal effects. "Verified" means source-verified — the record's origin, publisher and true date have been confirmed — not that the rendering is the authentic text, and not that any regulator endorses Vellum.

4. Attribution

Where Vellum serves source text under an open licence, the corresponding attribution applies, including:

• Contains public sector information licensed under the Open Government Licence v3.0.
• © European Union, reused under Commission Decision 2011/833/EU (CC BY 4.0 unless otherwise stated); changes (format conversion) are indicated.
• © Ofcom copyright material, reproduced under Ofcom's copyright notice with the relevant document identified.

Every record identifies its publisher and links to the original publication.

5. Rights concerns and removal

If you are a rightsholder and believe material is served in a way its terms do not permit, or you are an individual with a data-protection concern about a record, contact us via the contact page or at [email protected]. We will acknowledge promptly, restrict the material in question while a credible complaint is investigated, and correct, attribute, restrict or remove as appropriate.

6. Machine-readable note

This page is referenced as the license of the Vellum Search dataset in structured data. It is a rights statement for a mixed-rights collection, not a single open licence: the Vellum layer is proprietary; source-document layers carry their publishers' terms as identified per record.
