My Lords, I support the amendments of the noble Baroness, Lady Kidron. I was pleased to add my name to Amendments 266, 479 and 480. I also support the amendment proposed by the noble Lord, Lord Nash. I do not want to repeat the points that were made—the noble Baroness ably set out the reasons why her amendments are very much needed—so I will make a couple of general points.
