I will say two things in response to the noble Lord. The first is that the criminal courts tend not to be very keen on provisions that they regard as complex when they come at the end of a sentencing hearing. They tend to react by saying, “We’re going to leave this to be dealt with through some other mechanism because it’s too complicated.
