My Lords, the Government of course sympathise with the intention behind all these amendments. They raise important but tricky issues. I am pleased that they have received such an extensive airing this evening, and I apologise in advance for the fact that this speech is a bit longer than some of the others, but some of these are complicated. I know that some of what I will say will not be what some of your Lordships may wish to hear. I remind the House that the Government have moved on some of the important issues raised, and I assure your Lordships that we have no intention of stopping here. B
