I am grateful for both Front-Bench contributions. I say at the outset that I am disappointed by the tone of the first few words spoken by the noble Lord, Lord Davies of Gower. He seems to imply that this problem occurs only in authorities that have Labour control. If he thinks that is the case, he is sadly misguided.
