The European Commission designated ChatGPT as a very large online search engine (VLOSE), and Reddit and Roblox as very large online platforms (VLOP) 1 September 2026 On 31 August 2026, the European Commission designated ChatGPT as a very large online search engine (VLOSE), while Reddit and Roblox were designated as very large online platforms (VLOP) within the meaning of the Digital Services Act (DSA). The designation was based on data concerning the number of users using the services provided by these platforms in the European Union, indicating that they exceeded the threshold of 45 million average monthly active recipients of the service, set in the DSA for VLOPs and VLOSEs, corresponding to 10% of the EU population. Under the DSA, obtaining VLOP or VLOSE status entails additional obligations for ChatGPT, Reddit and Roblox arising from the DSA. Obligations concerning systemic risks are particularly important. Providers will be required to identify and assess them, and to take effective and proportionate measures to mitigate them. This concerns, among other things, risks related to the dissemination of illegal content, the protection of fundamental rights, the safety and protection of minors, users' physical and mental well-being, and the possible impact on public debate, electoral processes and public security. The platforms now have four months (December 2026) to comply with these additional obligations. The Commission's decision also confirms that the VLOP and VLOSE catalogue is dynamic. As the scale of individual services' operations and the way users use them change, further entities may be brought under the enhanced DSA regime after meeting the statutory criteria.…
